Executive brief / C2M2

What Is C2M2, and Why Should Your Board Care?

C2M2 is the Department of Energy's free maturity model for cybersecurity in energy and utility organizations. A plain-language brief for boards and executives.

The short version

The Cybersecurity Capability Maturity Model, known as C2M2, is a free tool from the U.S. Department of Energy. It helps energy and utility organizations measure how mature their cybersecurity practices are, across both office systems and the systems that run operations, and decide what to improve next. It is voluntary, and it is built for organizations like yours.

What it looks at

C2M2 organizes cybersecurity into ten areas, including managing your equipment and changes, handling threats and vulnerabilities, controlling who has access, watching for problems, responding to incidents and keeping operations going, managing suppliers, building your team, and running the program as a whole.

How it scores

Within each area, practices are grouped into maturity levels, from MIL0 (not yet done) to MIL3 (done consistently, managed and improved). The result is not pass or fail. It is a picture of where you are today in each area, which makes it easy to set a realistic target and see progress year by year.

Why it matters to leadership

  • It speaks your language. C2M2 frames security as capability and maturity, which helps a board judge risk and investment instead of reading technical reports.
  • It fits operations. Unlike office-focused checklists, it covers the systems that keep power, water or fuel flowing.
  • It shows direction. A clear target maturity level for each area turns security into a funded plan with milestones.
  • It is recognized in the sector. Many energy organizations and partners use it, so results are easy to discuss with insurers, regulators and peers.

What a good C2M2 effort looks like

  1. Agree the scope. Which facilities, systems and functions are included.
  2. Run the evaluation with the people who actually do the work, both office and operations staff.
  3. Choose target levels for each area that match your risk and budget.
  4. Turn the gaps into a roadmap with owners, dates and costs.
  5. Repeat it on a regular cycle to show progress to the board.

A word of caution

C2M2 is a self-evaluation and a management tool. A good score does not prove an organization is secure or compliant with any regulation, and the value depends on honest answers and follow-through.
